Perhaps the correct question is: where do the enhancer drugs come from? Who makes them? Maybe the latest batches have some special ingredient that affects the user, and is somehow tied to the tokens. Maybe...maybe flood tokens are...PEOPLE!
(p3: enchancer -> enhancer. Although 'enchancer' would be a cool neologism, maybe for a drug that makes you temporarily lucky, like the Felix Felicis potion in HP?)
